What is it good for?

You probably accidentally right clicked on some object and clicked
'Pickup' instead of (say) Delete. That picks up an object and allows you
to manipulate stuff until you choose to drop it somewhere. The purpose
is drag and drop where you can see source and destination at the same
time.

Right click on an object (not a folder, but a program object, say) and
select 'Cancel Drag'.

Bob's right that it indicates that "Pickup & Drop" is in use. However,
Stan probably got it by an accidental Alt-MB2 (i.e. Alt+right-click).
To cancel, just do Alt-MB2 again while over a WPS folder window
(e.g. the Desktop) or any DragText-enabled window (only the WPS and
DragText ever implemented this).

If you actually want to use this facility, it's Alt-MB2 to pickup and
Ctrl-MB2 to copy & drop or Shift-MB2 to move & drop.
