Well, there is no simple exit like clicking upon the Xit button on the title bar to quit the program, without the program writting the changes. No popup dialog as to what to do.
It also removes the previous lines and placesthe newly written lines at the end of the file. Why can it not make changes in the current place in config.sys?
Something that may happen with time - But, while we are discussing this where would you want any new USB configuration lines placed in the config.sys? - and would that apply to everyone else?
Many users who have special requirements like my friend Mike Luther, have arranged their config.sys to meet these dependencies. In my case it is plain vanity as to how the config.sys is arranged, since I no longer have the AWE64 card installed (along with its requirement that its driver be before the com.sys driver). In place editing is the best solution. Add drivers after the existing USB drivers, pick one say USBHID.SYS.
Adding the lines at the bottom may spoil the layout of a config.sys file but, other than that, there is no real reason not to.
There is a possibility that your required/correct effect could be achieved by a config.sys sort after adding the lines - an alternative
method to look at, possibly from the users end.
I find that most config.sys sort programs do NOT take any dependencies into consideration (But I've not check all of them or any recently).
There is a need to packageHCIMONIT.EXE, if allowed, as one cannot expect that the file has been retained after a recent update to USB base drivers (or remember that is where it may be found), or create a replacement.
Why?
On systems other than those using the eCS update tool, the procedure is to unzip the zip file into a temporary location and run the install program. The temporary location is then deleted. Along with the deletion goes that program.
The program does not get deleted by any usb updates - guess a user could delete it as "no longer required" though... Have to look at theThere are still a lot of users who don't have eCS.

eCS users will probably find 2 or 3 versions of hcimonit.exe lying around their boot drive, the original install would have put hcimonit.exe in \os2\boot, the eCS Maintenance Tool will put an update in \os2 (think I've got the order right there) and eCS1.2 install will use \ecs\bin. Yes, the app checks the 3 most common "default" locations for hcimonit.exe and should issue an error if it cannot find a version at all.
All are fixable.
