Find a friend who has eCS and persuade them to reproduce the bug, the fix,
and report it themselves?

Or, if you have an active OS/2 maintenance subscription (formerly known as
Software Choice) from Passport Advantage, you have the right to open PMRs
with IBM. There's no guarantee they'll DO anything about it, mind you,
but if you have the membership it doesn't hurt to try.

If you don't have either, then you've basically chosen to cut yourself off
from upgrades and fixes anyway... (Sorry if that sounds blunt, but it's
honestly true.)
