Rebooting is not the answer, because I shut down every night and reboot
every morning anyway, and the behavior is always there.

I have 320 MB of RAM and most of that is unused when I encounter the delay.
There are usually few other apps running at the same time. Besides, the
circumstances when I invoke the delayed app are the same as they were under
eCS 1.1, when the delay didn't exist.
