They all start first in Dos 7.1, many times I need Windows and enter WIN on the commandline to start Windows 98SE.
The systems have a regular Config.Sys and AutoExec.Bat like in the Dos days.
(Not the nonsense style with many useless entries, some Dos users apparently needed.)
I never had a problem with any Dos program I liked to run.
The only Dos 7.1 you can install without installing Windows, I know about, is the special (illegal) version made a few years ago in China.
