since i am in msdos.programmer forum
and since you are the expert, and i need your help
let me ask you this diffrently, ok?
let say i am just using dos 6.2
and i want to backup my xxx folder to external hd
i want to write a batch file that before using xcopy to copy the xxx
folder
that verify that the ext. hd s/n is the same as specify in the batch
file...
can you do that?

Find someone more competent who can put the right HD in the drive bay?
Seriously, if I had to go to those lengths to work around persistently
incompetent performance I'd reevaluate my own competence for assigning
an IT task to a secretary in the first place and if I passed that test
I'd replace the secretary.
I suggest you assign the job to a more technical person whose job more
closely depends on the data.
