The http://www.4dos.tk is page from a domain hosting site called
http://www.dot.tk/, based in the country of Tokelau. This particular site
contains a frame pointing to the proper http://4dos.hit.bg/ site, which is
in Bulgaria.

Going through the http://www.4dos.tk site will get you to the proper page,
but you will been fed at least two tracking cookies, an annoying floating
ad, and insanely slow speed. If anyone has the http://www.4dos.tk site
bookmarked, they might as well erase it and go directly to
http://4dos.hit.bg/, which is where the content actually is. This way, you
avoid the ads, popups, tracking cookies and slow speed.

As for why many people can't get to the .tk site, it is because it is
probably blocked, either in their hosts file, firewall, ad-blocking
software, or even by their ISP. The site is included in many of the
available downloadable block and filter lists for malware, tracking and ad
sites.
