Added FTP and HTTP proxy capability to urlget (packman).

Hi,
I modified the urlget tool to work with FTP and HTTP proxy servers.
I posted the patch to gforge.cs.vu.nl tracker.
Earlier I was unable to use packman to install software from the
University as we
are behind a proxy. But now packman can download through our
University proxy.
Hope this will be a useful patch.
Can a Minix3 commiter volunteer to apply this patch!
