This notification was not written by sendmail, so we don't know
whether the software involved puts in extraneous single quotes when it
writes notifications. (Exchange does, for example.)
Sendmail would have rejected the message, so if this was sent out from
your host, the recipient address did not have single quotes around
it. You can check the recipient address in your system log.
The reference to "To: address" is unusual, because it seems to refer
to the header "To:" field. I doubt your system sent mail with a valid
recipient but not a valid "To:" field, since clients put the same
address into both places. You probably need to see the original
message to interpret what this means.
