relay problem in sendmail-8.13.1 (FC3)

Hi Folks,

Sorry to bother you with what must be something obvious that I'm missing;
I'm really stuck, though.

I've got sendmail configured to reject relaying except for mail from a small
list of allowed IPs in /etc/mail/access. If I try to relay mail through the
server from another IP address, the mail is blocked correctly. If I try to
send email myself from my machine, through the server, to anywhere (with my
IP listed in the access file,) everything works great. Also as expected: If
an email arrives from another mail server using an IP *not* listed in the
access list,

* email destined for a valid local account is handled correctly (delivered.)

* email destined for a non-existent local account is handled correctly
(bounced.)

So, generally speaking, everything pretty-much works as expected.

Here's the problem: If an email arrives which is

* from an IP *not* listed in the access file,

* with the first TO address for a valid local account,

* with more TO addresses *not* for local accounts (ie: relaying to external
servers,)

log files show that the initial local address is properly handled, but the
remaining TO addresses are relayed! Some emails (always from spammers,)
arrive for one local account and dozens of additional external addresses.

The mail server:

- handles mail for a dozen or so domains,
- sendmail.mc contains pretty much the standard Redhat Fedora stuff (FC3)
- with just about every anti-spam option turned on.
- ClamAV and SpamAssassin are installed and
- mail is being stored using Cyrus imapd.

Does anybody know where I should be looking for mistakes that I must have
made? Is there something that I need to do to block the relaying that's
going on? Is there a configuration option that I must be missing?
