ServiceSwitchFile not functioning after upgrade



My sendmail.mc defines:
define(`confBIND_OPTS', `+AAONLY WorkAroundBrokenAAAA')dnl
define(`confSERVICE_SWITCH_FILE', `/etc/service.switch')dnl
define(`confHOSTS_FILE', `/etc/hosts')dnl

/etc/service.switch includes:
hosts files dns

/etc/hosts includes:
222.1.1.2 gesuaf qutein quest

Permissions on both files are 644. The 222 host uses our mail server as a
smart relay. However, sendmail is not observing /etc/service.switch in its
host lookup when mail is being relayed. Maillog had defined the relay as
such in 8.13.4:
relay=gesuaf [222.1.1.2]

After upgrading to 8.13.6, the relay is now defined as:
relay=zf001002.ppp.dion.ne.jp [222.1.1.2]

It appears that rather than following service.switch and checking /etc/hosts
for addresses first, it is still querying DNS. A push in the right
direction would be appreciated, thanks in advance for any help.
