Unfortunately, that limitation is a fatal one. I can think of several
scripted solutions for Linux, that could be implemented in a few minutes.
However, since Windows lacks a mature scripting environment, something like
that would require a software program that was specifically written for that
purpose in mind.

The chances of a highly specialized bit of software of this kind being
generally available, for Windows, it's not very likely.

I don't know if it helps, but I can use cygwin.
Are you familiar with anything that can be done using cygwin?

Cygwin should have an ancient, but a somewhat usable Perl build. It should be possible to cobble together a Perl script that performs the necessary work. But then you'll need to somehow schedule periodic of your script. I believe that you wanted this done periodically, rather than on demand.

I don't know if Cygwin also includes cron, if so, you might be able to actually get this working. But, it's going to be rather painful.
