how to decode different charset in subject line ???

Hello all,,,
May be my english seems to be poor but plz help me ..
When i receive any mail from our mail server.... some mails are in
different charsets.. for ex: euc-kr, shift-jis, utf-8, iso-8859-15...
etc...
some time it shows subject line like...
"=?utf-8?Q?UTF8_test_1_-_El_ej=C3=A9rcito_iraqu=C3=AD?="
in above example instead of "utf-8" there may be many other character
sets...
I don't know how to decode such mail or mail subject line...
so, my question is.....
Is there any unique logic and any library (free) that covers all such
character set decoding ??
I am using VC++ 6.0. and my application is not UNICODE compiled.
