What generates the repl Template?

I recently installed mhonarc to clean up the quoting of
MIME-encoded messages and it is doing beautifully except for one small
thing. The form that is built for replies has only the following
lines in it:
To: somebody@xxxxxxxxxxxxx
Subject: Re: The Answer to Your Question

When I compose a message with comp, the file
/home/martin/Mail/components is used as expected to start the
template. Also, as expected, if that file is missing, comp uses
/usr/local/etc/nmh/components. That is standard nmh behavior.
If I reply to a message, I get a template from somewhere that
works but I would like to also put the same lines in it as are in
components.
What is missing is a Cc: line and a fcc: line which I have in
components in my local Mail directory.
When looking at mha-mhedit, it looks like it should include
all that information but only the To: and Subject lines are
reproduced.
Does anybody have a suggestion as to what I need to fix to add
those lines properly (make it use components)?
Thanks very much. I have been messing with this all day when
not doing what OSU pays me to do and I am stuck.
In the mean time, I have made a small 2-line file with the
missing lines in it and paste it in while using vi. The resulting
messages are correctly sent so all I need to do is add the lines to
whatever generates the repl form.
