What dev tool chain would you use?

If you were wanting to implement something similar to
http://www.43things.com in Smalltalk, what tool chain would you use?

Smalltalk environment.
Libraries.
Persistence mechanism. (Including DBMS, if you envisage using one.)
Source code control.
Other additional tools.

And how do you think your tool chain would compare with 43things' Ruby,
Ruby on Rails, MySQL tool chain?
