OORexx install on Win 2003

We downloaded the Open Source OORexx and did an install (using an
account with Administrator privileges). We find that users with Admin
privileges can run, for example, "rexx -v" just fine but other users
just hang for 5 minutes (or so) and get "Object REXX API Manager
(rxapi.exe) could not be started"
I noticed that - unlike the previous IBM versions we installed - no
REXX DLL files were copied to C:\WINDOWS
Do we need to do that manually ? (copy rxapi.exe, rexx.dll, and
rexxapi.dll to C:\WINDOWS\SYSTEM32 )
