I guess you cound try the RUNAS feature and use this with a higher permissions than the current user account, this would enable different users to use the same code. The following says you can start and stop system services so ..... maybee it will work.Power Users The Power Users group primarily provides

members to modify computerwide settings. If non-certified applications
must be supported, then end users will need to be part of the Power

Users do not have permission to add themselves to the Administrators
