That problem probably lies in Windows, not LabVIEW.
As administrator, right click on the VI ->properties->security,
and you should be able to change the permissions from there.
Note however, that these settings do not apply to the directory in
which the VI is, nor any of the ones above it. Consider making a
new directory for the vi and subvi's in one that is already accessable
to a normal user.
