Just because something could be doesn't mean it is though. Google doesn't have a very good reputation for responding to the people that complain to them. How long did people complain about the Google Groups abomination of a posting agent before Google changed anything?

There is a contradiction. You can't report the spam you don't see; that is,
provided nobody is foolish enough to post a followup again. But perhaps I
set my hopes too high ...
You see spam, you report spam, you block the person that posted it, you don't see it anymore. Where is the contradiction? The intention is not to stop spam, but rather it is to not see it.

I don't know how you complained, but probably few people know this: Google
Groups has a built-in "Report abuse" feature ("More options", "Report this
message"). You don't have to have a Google account to use it (but to have
an account is more convenient in the mid-term as you don't have to type in
your contact information then).
That requires more steps than it takes to block the person. It would require opening a browser, going to Google Groups, find the spam post, then report it. Much simpler to just block them, forget about it, let them waste there feeble life posting more.
But then again, how can they ban maniacs like this? They can always set
up a new account and start doing the same. Shame.
Unfortunately, that's true. However, we should not give up. That game
becomes boring and costly for the spammer at some point. It is only a
matter of who can hold their breath longer. Each spammer is most certainly
but one person, against millions of netizens. That is, if you give up
fighting against spammers by accepting spam as something you can't do
anything about, you will end up getting the Net you deserve. I won't do
that, and I ask anyone else not to.
Stop and think about something. By replying in this thread, the OP has succeeded in side tracking you from the original intent that you were here for. They have succeeded already. Nothing you do after that will change it.
Hint: It also keeps the thread at the top of Google Groups listings.
