Aphorism? It's the nature of software. I write a library, somebody else imports it. I like what their code does, so I import that. And then I'm still not the "user", somebody else uses my code. You can't make the distinction between "library" and "user" in any useful way. But the "code" versus "data" distinction, while not perfectly clean in principle, is useful because it reflects both human psychology and the way computers are commonly used.
