Rotation Of Bitmap

Hi,

I'm making a compass and need to rotate the arrow. I only found Bitmap
rotation algorithms on Google so reformatted it as a 256 Color Bitmap.

The problem I'm having is that when I rotate it, it becomes very pixelated
and since I've spent alot of time getting the program to look 'clean' it
spoils it with this large pixelated arrow in the corner.

Is there anyway to either rotate a Jpeg or apply some form of smoothing to
dampen the jagged lines? I was thinking about redrawing it using lines but
I'm sure there has to be a better way.....

It seems to be one of these problems that has a common solution but I've yet
to find it.
