Not really, There's no reason why Dll's can't be registered and used from
anywhere, the rule of thumb is if they are shared then
install/register them to the system folder.

Adobe appear to have chosen to install AcroPDF.dll in an Adobe sub
directory.
For that reason a *guess* would be that your not allowed to distribute it
and your application should only be able to use it once it has been
pre-installed by an
Adobe installation.
Like I say though that's only a guess, I have used it an odd time but never
had a need to distribute anything that uses it, so regrettably I can't help
you out much on that.
