Right. My favourite browser also allows tabbing through frames, to
activate them and then be able to scroll them. No keyboard required. IMO
it should do the same with other scrollable objects. (It does not. The
author reads this group. Hopefully he'll pick up this suggestion ;))

A Webpage that consists of only text can still be scrolled with the
keyboard in most browsers. And most browsers would allow tabbing to
alternate between activating the content area and the URL field. Nothing
to do with HTML specs, everything with UI design.
