Hello,
you have had some answers on the technology and programs to use, but you should also focus on the purpose of the system. What do you want this system to do? You say you "use this software to solve any civil engineering based problem in that area". Thats very vague. Do you want to create a system that has some background information that can be used for "solving any civil engineering based problem"? Or do you want a system as the inventory of all these problems? Or do you want a system as a DSS to help you solve these problems? Being a little bit more specific in the purpose of the system helps you create a list of requirements of the system, and helps you develop a list of data that should be in the system. From here you can start deciding on a raster or vector approach, and what the best choice of technology is.

I would like to create a sample geographic information system for a small area (say 1km radius). Then use this to solve any civil engineering based problem in that particular area. So could some tell me how to get started? What are the basic requirements ? ( at the moment getting data - raster or vector seems to be my greatest problem). Reading books on GIS doesn't seem to help as each book presents a different view.
