No.
Both are vector-based. EMF is a newer generalization of CGM.
But gnuplot's support for EMF is less complete than its support for
PostScript, PNG, etc. So it should do fine for simple plots, but
if you're using any fancy new features then they may be missing in
the EMF version of the output.

It may well be that your Word document with embedded EPS figure
will print properly, even if Word itself does not display the
figure on the screen. That is the case for at least some versions
of Word. You can increase the chances that word will do something
reasonable with your image by adding a "preview" to the EPS file.
This is a small bitmap version of the figure that Windows can
display even while it mostly ignores the primary contents of the
file. Several programs exist to allow you to add a preview to an
existing EPS file. There may even be such an option in
ghostview, although I can't find one at the moment.
Other than that, I'd say try the EMF driver.
