Yes, it does (except for a few possible corner cases, like rotating by
multiples of 90°).
Sometimes i noticed that Gimp works better than photofiltre, for example in resizing
fonts....
Make sure that you are comparing the same interpolation schemes - for
example, comparing nearest neighbor (http://en.wikipedia.org/wiki/
Nearest-neighbor_interpolation) to linear (http://en.wikipedia.org/
wiki/Linear_interpolation) won't allow you to judge the performance of
either application.

I think this demonstrated how i ruined my photos while rotating them ?
i applied 5 x 0,2 Deg rotation in photofiltre... :(
