I'm not even certain that the Help was separate in my package.
I suspect it may have been installed along with the program.
For what it's worth, the Help files appear to be normal HTML.
When I click on Help in Gimp, it pops up Internet Explorer
with the first page at:
c;\Program Files\GIMP-2.0\share\gimp\2.0\help\en\index.html
As I recall, the installer asked what language I wanted, and
I chose the English version (though all were installed on the
disk, I think). That's the "\en\" part of the string.
If all else fails, you could re-install a complete package.
Or, if you *really* don't want to do that, just put the Help
HTML in any handy place and put an icon on your desktop
that points IE to the "index.html" file.
