After creating the selection, choose the move tool and press the
"selection" button under `Affects` in its tool options. Now you just move
the "marching ants" around without modifying the image.
That is not exactly what the original poster asked however.
To my understanding that's what was asked. Note the `without of course
modifying the image` part. Moving the selection without modifying the
image looks like moving just the "marching ants" to me.
