After creating the selection, choose the move tool and press the
"selection" button under `Affects` in its tool options. Now you just move
the "marching ants" around without modifying the image.

That is not exactly what the original poster asked however. The easiest method to *move*
the selection is to copy and paste into a new layer and then move only that
layer/selection. Moving just the "marching ants" does not move the actual selection, only
the selection border.
