As for other platforms (where it isn't uncommon to have a rather easy
to use package repository), there is a help installer for Windows. It's
actually hard to miss this download if you download the installer from
http://gimp-win.sourceforge.net/

Maybe some users do follow links which point directly to the downloads,
or redirectors used by download.com-like sites. It might be worthwile
to send these sites a note that they should add links to the help
installer as well.
