Gimp does have some batch features, but relies on you being able to program in scheme (Not certain if python-gimp allows the option of python scripting as well.).
Imagemagick will add text to images, as well as many other effects, but to use in "batch" mode requires that you can do some sort of command-line scripting.
Either way, you'll have to learn some script language of some description. :) (Option 2 on a linux machine will probably be easier.)
