Although there are experimental plugins for restoring parts of an image it's still difficult. The part of the picture behind the digits just isn't there, so you somehow have to restore it yourself. If you don't want the date on your picture just turn it off on the camera. The time and date will still be stored in the information fields of your picture, but invisible in the photograph. I'm not that familiar with Windows, but I think holding the mouse over the filename pops up a window with all kinds of camera info (type, lens etc.) and the time and date the picture was taken. In linux you could use 'identify -verbose <filename>'.
