why are you approximating the VELOCITY by a cubic curve ?
For all practical applications it would be sufficient to
approximate the COORDINATE by a cubic curve (IMHO).

Which real task ends in a boundary value problem for the
velocities without taking into account the coordinates ?

I don't know any, but this can be corrected.
