Fonts that don't permit any embedding are useless. Many fonts are encoded that way because of a bug in Fontographer, where the default was set to "no embedding", and finding the place to change it was a challenge.
There are at least two different font families named "Bernadette".
One, from the extinct WSI/IMSI, is a clone of the text font Bernhard Modern.
Every copy I find on the net allows embedding - for instance, the full family is here, completely embeddable. http://www.allfontz.com/modules.php?name=allfontz&char=B&no=740
The other, from the extinct EnStep, is a script font, is a clone of "Boulevard"
Is your font one of these or something else?
Both of the clones are widely and freely available on the web.
If your font is one of those two, there would be nothing legally or ethically wrong with fixing the flag on the version of the font that you have.
