Installing TTF's on Windows 98

There is probably some dumb thing I am overlooking, but I can't see it. Maybe somone else can.

I have an old computer running Windows 98. (I know Win98 is considered
obsolete, but it's all I have, and I can't upgrade.) I have downloaded
a couple of TTF font files that I like, but I can't get them installed. When I unzip the files, the Windows font viewer shows them well. However, just copying the TTF's to C:\Windows\FONTS does not install
them. I have tried a couple of font management programs, but either
they say that the font(s) cannot be installed or that they are in use
(different messages from different programs). What am I missing or
overlooking? (I am not a Windows heavy.)

Thanks.
