Encoding names? Are they accessible in TT fonts?

I'm building an 'Insert Special Character' type dialog for an app,
somewhat similar to MS Character Map, for a TT font I've developed
in Fontlab 3.x.

MS Character Map displays what appears to be an encoding name for
the char selected in one portion of the statusbar.

Do the encoding names actually get stored in the compiled font
and are they accessible by some Windows API?
