Accessing a file as an alternate user (with other privileges)

Hey There, Emacs Lovers!

Has somebody written a package that makes it possible to open a file
with alternative privileges? I am asking because I believe many users
including me would find such a feature very useful for example when a
ordinary user temporarily want to modify a configuration file in say
/etc on a UNIX-system.

I know that remote files can be accessed via the format
/user@host:/path/file but these only works together with ssh and ftp.
What I do want is to open the file locally without the needing to go
trough these services/protocols as not all computers have these
services activated.

Many thanks in advance,

Per Nordlöw
