remap control key sequences only

Hi,

I looked through the emacs remapping faq a bit, but I don't see a way
to do what I want. I need to reverse map control key sequences back to
qwerty. I would like to be able to type in dvorak, but I want to keep
C-x f the same as it would be in qwerty. Is there a way to do this
without explicity remapping every sequence?

.
