Cygwin xemacs without X11?

There used to be a cygwin version of XEmacs that did *not* use
X11 support. The xpm-nox package was needed to avoid
requiring the X11 libraries. I've got a new computer and am
trying to set up XEmacs and I just can't find this type of xemacs
anymore. The version from the Cygwin setup tool wants to use
X11; the Win32 InnoSetup version isn't Cygwin.
What should I do? Download sources and rebuild? Copy
older executables from another machine (I think they're
pre-21.4 though). Download the cygwin package and
untar by hand and see if the X11 dependencies don't
exist?
