problems with editing remote files

I am using

XEmacs 21.4 (patch 18) "Social Property" [Lucid] (i686-pc-cygwin, Mule) of
Wed Dec 7 2005 on vzell-de

on Windows XP.
I tried to run the package updater, which failed. This I can live with.
However, this seems to have done something to my ftp connection to work.
Until I tried running the package updater, I had no problem editing remote
files at my work place after establishing a vpn connection. AFTER running
the updater, I get the following error, even after rebooting:

open ping.iii.com
ftp: setsockopt TOS (ignored): Protocol not available
Connected to ping.iii.com.

Process *ftp rrice@xxxxxxxxxxxx* kill

I do not even get to the point of being promted for a password.
