If you are behind a firewall or have not set up ftp correctly, you can
also install manually, as documented in:
http://www.xemacs.org/Documentation/packageGuide.html#Installing_by_Hand
You can download packages or sumos via http, as documented at
http://www.xemacs.org/Documentation/packageGuide.html#Where_to_get_the_packages
