Downloading xemacs for windows with the packages

Hello:

It used to be possible to download an installer for xemacs for windows
that would download and install the packages at the sametime. Now
xemacs seems to force you to get the packages from the packages menu in
the editor.

The problem is that this is not functioning and can not complete the
download even though I point it ot the right location.

So how do I get an old installer that grabs everything?
