"Error: Initialization Error" (xemacs 21.4.13 on cygwin & win98se)

Everytime I try to start Xemacs, I get a tiny error window with the
title "Error" and the message "Initialization Error". No other
messages, even when run from a terminal.

I've renamed my .xemacs/ to dot-xemacs/ in case there was an error in
something there, but the same problem occurs.

I tried reinstalling, but the same error is occuring.

My Xemacs installation was working fine until today. I don't know what
changed.

Any ideas?
