Hello Jerry,
I can't speak for the OP, but in math terms !! means double factorial.
For example n!! is the product of every other number up to and
including n starting from either 1 or 2 depending on whether or not n
is even or odd. I.e., 5!! means 1*3*5 and 10!! means 2*4*6*8*10
This shows up in some representations of Bessel function series among
others.
