4GV Codec Reference Code?

This is the new codec from Qualcomm annouced
Spring 2005 to replace EVRC. I believe there's
a narrow band version and wide-band version.
Is there any reference code available for the 4GV codecs?
Is there any standardization going on for these (e.g. 3gpp or TIA)?
