By the sound of it what you need are two devices, a scanner + a network
scanning box.
My personal experience has mainly been with Fujitsu and Kodak, both
have high speed scanners that meet your requirements.
These scanners can be connected to a 'document server' such as an axis
700 / 7000 http://www.axis.com/products/document_servers/index.htm.
These boxes can inteface to scanners and give you scan to file
capbilities via FTP or UNC paths. It has a web interface that you can
you to configure destinations and user selects destination at scan
time.
Fujtisu do a product called fi-5000N
http://www.fujitsu.com/global/services/computing/peripheral/scanners/fi/option/fi5000n/
which uses a fingerprint scanner to determine the location and scanner
settings for each user.
