Simple metadata application to catalogue all types of files based on projects, product categories and keywords

Hi,

I am new to this group and look forward to heated discussions on usable
document management practices.

I have recently been tasked with content management for both our
technical communicators department and multimedia group. I have found
googles Picasa very interesting for describing images and wonder if
anyone is aware of a similiar application for use on all file types. I
am specifically interested in being able to catalogue a large existing
repository quickly based on categories and keywords and then providing
this tool to the team for individual file management within our
existing windows based file system. In order to minimize resistance
from both teams, I would love to hear about lightweight applications
you may have implemented successfully.
