asking for it (and doing it) for decades (long before the
Internet existed).

ISP are prevented from offering you better deals for that.
POTS(Plain old telephone) is getting out of date. Broadband modems are
cheaper nowadays.
USA may get stuck with POTS for a long long time, while China will
surge ahead. It already implemented IP DSLAMs fully since 2005.
What does the USA and China have to do with the original post?
Why do you take an original thread and drift so far afield. The OP
diesn't care what INTERNET progress China has made, or whether China
is superior in communications to the US, or has more DSLAMS (not
likely).

believe, he asked how to access data over TELEPHONE LINES.

ADSL/XDSL modems are just the modern versions of telephones, much
better than ISDN telephones.

future is not as clear as you may think they are given the latest
developments in technology and legality.
I'm just discussing options that are possible and I'm sure network
providers such as Cisco are considering.
