The fact that some clients are beginning to ask for localised wide area
networking shows that this is beginning to be an important aspect of
future data communication.

There's nothing new about this sort of thing. People have been
asking for it (and doing it) for decades (long before the
Internet existed).

Unfortunately US congress has just passed the 'netrality data'
legistation which will prevent such localised data provisioning by
ISPs. Only international data connections are allowed and must be at
the same rates as local connections.

I thought that only had implications for the internet. How
does it affect end-users who are just using dial-up modems to
talk to each other?

ISP are prevented from offering you better deals for that.

POTS(Plain old telephone) is getting out of date. Broadband modems are
cheaper nowadays.

USA may get stuck with POTS for a long long time, while China will
surge ahead. It already implemented IP DSLAMs fully since 2005.

What does the USA and China have to do with the original post?

Why do you take an original thread and drift so far afield. The OP
diesn't care what INTERNET progress China has made, or whether China
is superior in communications to the US, or has more DSLAMS (not
likely).

US policy has everythng to do with the original post. Will he be
allowed to access a PC without going thorught the internet?
BAsed on what I had read, he may not be allowed.

He didn't give a shit that Broadband is cheaper, or whatever you
believe, he asked how to access data over TELEPHONE LINES.
That was and is the subject of the thread.
Broadband is sent via TELEPHONE LINES.
ADSL/XDSL modems are just the modern versions of telephones, much
better than ISDN telephones.

If you wish to discuss technology, start a new thread.

The original thread was about accessing data over telephones. The
future is not as clear as you may think they are given the latest
developments in technology and legality.

I'm just discussing options that are possible and I'm sure network
providers such as Cisco are considering.
