The trouble is, although CISCO subscribe to the standard, the power output
is set below standard for the CISCO sets. You need to reset the power ouput
to the top end of the range allowed. OR if you use phase II sets (Nortel)
they work as low as 16volts and do not drain the power so much EXCEPT IP2007
which still requires 48volts:-}
