When Cisco says fixed configuration, they mean that the routers/
switches/etc cannot take any hardware modules (like WAN Interface
Cards). Those routers do run IOS and you'll be able to configure them
via IOS. You just can't add or remove any of the interfaces, they are
built into the router.
